GOI-UNDP DRR Programme will have two outputs:
1. Institutional Strengthening & capacity building for Disaster Risk Reduction to
be implemented by NDMA.
2. Urban Risk Management to be implemented by Ministry of Home Affairs.
The enactment of the DM Act in December 2005 provided great impetus to the
institutionalization of disaster management at the National, State and District
levels in India. The Government of Mizoram signed a MoU with UNDP for
implementation of the new project (GoI-UNDP DRR Programme) on November, 2009.
Under the project, efforts would be made to strengthen the capacities of State
and District Disaster Management Authorities (SDMAs and DDMAs) to reduce
disaster risk proactively, and implement timely, sustainable, and locally
relevant recovery activities in post-disaster situations. It would emphasize
institution-building and technical capacity-building, including NGOs, private
sector and academia. There will also be a focus on training activities at the
community and local body level.
Disaster Risk Reduction (DRR) Project is being implemented in three districts
viz. Aizawl, Lunglei and Saiha.
Urban Risk Reduction, a project under GOI-UNDP DRR programme, is being
implemented in the state of Mizoram. In this connection it may be mentioned that
the whole state of Mizoram falls under Seismic Zone V. Considering the absence
of effective land use and building regulations in the state, most of the growing
townships are liable to severe damages if strong earthquake is felt in these
townships. Therefore in addition to Aizawl City, 3 other townships viz. Lunglei,
Lawngtlai and Saiha have been recommended for inclusion under the Urban Risk
Reduction project. |
