  Mizoram is situated in the North East corner of the country. The general topography is steep hill ranges running North South throughout the State. The capital city of Aizawl is built on a cluster of steep hillocks with loose soils. Without proper land-use bye laws, the city had grown to an enormous hazard zone with lots of vulnerable multistoried buildings sprouting in all places. The State is experiencing numerous land sinking, landslide and earth cracking, endangering the very habitation in the city and in other settlements. Besides these hazards, the State is annually receiving the onslaught of monsoon in the form of cyclonic storms, hailstorms and excessive rainfall which usually affected the very developmental process.

The lives and the progress of development is all the more put at greater risk by the knowledge that Mizoram is among the top most seismically susceptible to severe earthquake.

The Govt of Mizoram is indeed grateful to the Govt of India and the UNDP for their initiative in helping the State to formulate programmes and plans for preparedness, mitigation and other activities under the Disaster Management Programme

  The Govt.of Mizoram signed an MoU with UNDP on the 12th June, ‘03 for implementing GoI – UNDP DRM Programme in the State. Under the guidance of the UNDP and following the instructions received from the Ministry from time to time, the following activities are taken up.

  II  Disaster Mitigation/Prevention                                                                                   Go Top
       
    a All line Departments had nominated their respective Nodal Officers at the State and at the District Levels. These Nodal Officers were sensitized and requested to prepare projects for mitigating/preventing hazards pertaining to their respective department.
    b Establishment of Hazards Safety Cell
       
      In pursuance of the instruction received from the Ministry of Human Affairs, Hazard Safety Cell was established in the State P.WD. First meeting of the Cell was convened on 15.3.2004 and programme for building assessment is drawn up. Organising workshop on building technologies is one of the items in the roadmap.
       
  III  Amendment in Town & Country Planning Legislation                                               Go Top
       
      The recommendations of the Experts Committee on amendment of State Bye Laws was examined in relation to the Mizoram Urban & Regional Development Act, 1990. Department of Local Administration which is the nodal department under the Act was advised to process amendment incorporating the recommendations of the Experts Committee.

      Drafting completed, circulated to all stakeholders. These will be placed in the next SSC Meeting to be held in the near future.
       
  V  Preparedness and Response                                                                                   Go Top
       
    a EOCs - EOCs are established in all the District Hqrs and at the State Secretariat. The State EOC had received the following equipments.
         
      1 CPU & Monitors 4 (four) sets
      2 Multi-utility Machine 1 (one) unit
      3 GPS 1 (one) unit
      4 Digital Camera 1 (one) unit
      5 Cell Phone 2 (two) nos
      6 Smart UPS 1 (one) unit
      7 UPS for desktop computers 4 (four) units
      8 Batteries 16 (sixteen) units
       
    b Lands for EOCs made available by the State Government for construction of EOCs in the State Hqrs and at the District Hq.
       
    c Model plan & estimates received from the Ministry is given to the State PWD for their necessary modification to suit the local situation.
       
    d DMTs formed in all the villages for the following activities
       
      - Search & Rescue
      - First Aid & Medical
      - Information & Damage Assessment
      - Food & Water Supply
      - Relief Coordination
      - Shelter Management
      - Trauma Counselling
       
    e Crisis Management Groups are formed at all levels to be immediately on hand at the EOCs at the time of emergencies.
       
    f State ATI is identified as the nodal training institute. Central Training Institute managed by the Mizoram Home Guards is also selected to impart training of Search & Rescue Teams.
       
    g ATI brought out Training Manuals for Trainers (District, Block & Village) on Disaster Management in the local language.
       
    h First Aid Handbook in the local language prepared by the Nursing Association of Mizoram is adopted as First Aid Manual.
       
    i All Districts prepared their respective District DM Plans and Action Plans under DRM Programme.
       
    j Datas are uploaded to MHA website on IDRN by all the Districts in Mizoram.
       
  VI  Awareness & Training                                                                                              Go Top
       
    a ATI conducted sensitization and training to the officials, DMC members including NGOs, and Village Council members at all the eight District Hqrs.
       
    b ATI conducted sensitization of trainees in DIET and College of Teachers Education, Primary School Teachers in their respective institutes.
       
    c Deputy Commissioners of 5 Districts out of 8 Districts conducted awareness campaign in their respective Districts by conducting seminars, public meeting, etc.
       
    d Deputy Commissioner of the Capital City, Aizawl organised sensitization of the local urban authorities under UEVRP
       
    e Small Committee under the Chairmanship of the Jt.Secy, R&R formed to work out IEC strategy
       
    f IEC materials from the Ministry examined and sorted . Activities drawn up .
       
    g DC, Aizawl accepting applications for material assistance under CRF only on recommendation of the local VDM Committee.
       
    h Ground reality examination of the Village DM Plan was conducted.

    GoI-UNDP Disaster Risk Management Programme is implemented in Mizoram. Under this Programme the following are the achievements :
    · State Steering Committee is formed and conducting meetings at regular intervals  under the Chairmanship of the Chief Secretary.
    · Disaster Management Committees are formed at all the District, Block and Villages.
    · Disaster Management Teams for  First  Aid, Search & Rescue, Shelter Management, Relief, Trauma Counseling, Food and Civil Supplies, Information & Damage Assessment, etc. are formed in all villages.
    · First Aid Training is given to 5612 DMT volunteers at village level, 127 at Block level, and 571 at the District level.
    · Search & Rescue Training is given to 4611 DMT volunteers at village level, 188 at Block level, 700 at the District level.
    · Trained 2400 teachers in School Safety Plan and Evacuation Drill.
    · Sensitized State Policy Makers including the Speaker of the State Legislative Assembly, Chief Minister and Cabinet Ministers and MLAs.
    · State ATI (DM Cell) is adopted as the nodal training institute for DM.
    · Massive Awareness drive is taken up through posters, hoardings, TV talks, painting competition, seminar, etc.
    · Mock Drills are conducted at the District level and at the village level.
    · State EOC and District EOC are established in the State Hqrs. and at all the Deputy Commissioner’s Office in the Districts.
    · Training manuals on DM in the local language for the District, Block, and Village are published. First Aid Manual in the local language prepared by Nursing Tutors Association is adopted for training in FA.
    · Teachers handbook on DM is published and distributed to teachers.
